The coordination problems are also evident in the DCAs. Differences in the institutional characteristics of the CAD partly reflect distributional problems. Governments are concerned about asymmetric gains, that is, the possibility that their partners will earn more than themselves. Footnote 47 In addition, negotiators know that disclosing a preference for certain design features may encourage others to increase their requirements accordingly. Given these incentives, governments believe that their interlocutors may not be fully transparent about their contractual preferences. This uncertainty, in turn, increases the risk of negotiations failing. Given its broad flexibility as a framework agreement, the DCA raises doubts in particular as to the scope, accuracy and degree of dependence on implementation agreements. These historical anecdotes correspond to statistical patterns. Chart 2 shows the relationship between CAD and a large number of defence and security outcomes. The graph shows that after signing a DCA, Dyads are more likely to contribute together to peacekeeping missions; Participate more in joint military exercises to cooperate on the same side of a militarized intergovernmental conflict (MID); less likely to fight directly in an MID; to become more involved in the arms trade; and to have more cooperative interactions in general, as defined in the Integrated Early Crisis Warning System (ICEM).

The related work uses a battery of network selection and co-evolution models to address omitted potential variables, reverse causes, statistical dependencies and other threats to the conclusion, and finds that the baseline models shown in Figure 2 are extremely robust. Footnote 28 In short, DCAs have a strong influence on defense and security outcomes. The right panel in Figure 9 shows that the estimates of network variables for the sample of dyads that have signed at least one previous DCA are moving dramatically. The estimate for two paths remains positive, but it is now insignificant, while the estimated effect of the reciprocal degree is now clearly negative. This negative estimate, which is not expected by the theory, may be due to diplomatic restrictions; in other words, highly active countries may lack the means to negotiate new IJ DIAC. On the other hand, the experience of high-level countries makes it easy to conclude agreements that are less likely to be replaced. Footnote 118 As I briefly show, the content of this estimate is in any case small. I also find a positive estimate for the average power, which, combined with the result for countries without a prior CAD, reinforces the hope that, once they have established trust through a first DCA, they will continue their cooperation with powerful partners.
